There are four basic types of highlights: foil highlights, hair painting, frosting, and chunking. ... Hair lightened with bleach or permanent color will be permanent until new growth begins to growth.

Wash and finish long OR thick  hair (THIS IS NOT A CUT)

A toner is a fast semi permanent colouring service that can alter the tone of your hair. 
If your blonde is feeling brassy a toner can neutralise the brassy tones. If you want to pep up your natural copper tones a toner can fix that for you.
 A toner will wash out slowly and not leave any harsh lines.
This does not include a wash cut and finish. This will need to be booked separately.
