A permanent makeup device is used to apply the powder effect, which is comparable to using a tattoo gun but a lot more gentle. Semi-permanent powder brows are that way because they are only applied to the upper dermis layer of the skin. Thousands of tiny dots of pigment are applied to the skin in this process creating a fuller yet natural look.
